On the Government Functionary System Under the Present-Day Government Condition

The paper defines the meaning and the characteristics of the present day government. It proposes that the construction of the government functionary must be in accordance with the development of the government function, the changes of its functions and the reform of the government administration methods. The government functionary system has the following functions: training of the government functionary of high guality; be favorable to the realization of the political democracy; catering to the needs of the government legal administration; promoting the scientific government administration; ensuring the high efficiency of the government administration.
