| 摘 要： | 道德建设是一项改造主观世界的社会系统工程。虽然说服、教育和引导是道德建设不可或缺的途径和方式，但是要保证道德建设真正取得成效还需要有制度伦理的关怀和支持。为此，必须把制度伦理环境的建设和完善作为加强道德建设的前提和基础，并对其进行研究和探讨。
