论农村集体经济组织成员身份问题

农地制度在安排上存在许多问题，其症结主要表现为：集体经济组织成员身份不清，这是在中国特定历史条件下形成的影响农地制度改革与实践的一个问题。农村人口并非天然都是集体经济组织的成员，新加入成员应承担合理的“入门费”；界定成员身份以当前人口为准，是比较适宜的时机。同时提出了村民与集体经济组织成员是不完全相同的新观点，认为农村居民在进一步分化，所谓的“泥饭碗”也将被打破，对此新现象，管理层应予以高度重视，加强管理。

On the Membership of Collective Economic Organization

Many problems exist in the arrangement of the rural land system, one of which is the vagueness of the membership in the collective economic organization. The problem arose under China's special historical conditions,and it hindere the reform and practice of rural land system. Rural people aren' t naturally members of a collective economic organization, so new members of such organization shoul bear reasonable fee for the entrance of the organization.The differeniation of the membership should be based on the population at presen. It's a suitable chance to do so now.At the same time, it puts forward a new idea tha villagers are not entirely different for the members of the collective economic organization .It assumes that rural people are splitting up further. The so-called "soil bowl"will be broken. The managemnt should attach importance to this new phenomenon and strengthen its administration.
