山东省新型农村合作医疗调查研究

2003年开始,我国进行了新型农村合作医疗试点,但究竟这一制度能否真正满足农民的需求?农民到底需要什么样的医疗保障?以山东省为个案,采取问卷调查、深入访谈等实证研究方法,对农村人口医疗保障的现状、存在问题进行剖析:农村人口医疗保障的缺失是导致农民因病致贫、返贫的重要原因;不同人口学特征(收入、经济发展水平)农村人口在医疗保障意愿、需求、承受能力方面都存在较大差异;新型农村合作医疗试点需要进一步完善。对农村人口医疗保障进行制度设计并提出相应对策建议。

Investigation on New -type Cooperative Medical Service in Rural Area in Shandong Province

From 2003,China has Conducted an Experiment on New Cooperative-Medical-Service in Rural Areas.But Can This System Really Meet the Requirement of the Rural Population? What Kind of Medical Security does The Rural Population Need on Earth? This Paper Takes Shandong as a Case,Using Empirical Analysis Method of Questionnaire Survey and Case Interview,Analysizing the Present Situation and Questions of the Rural Population' Medical Security,and Points out: The Lack of Medical Security is the Important Reason Leading to Poverty and Re-poverty Caused by Disease;Rural Population Who Owned Different Demographic Characters have Diversity in Desire and Repirement and Bearing ability of Medical Security.At Last,the Paper Gives Some Countermeasures and Suggestions.
