摘    要:人事制度改革是高等学校内部管理体制改革的重要内容 ,其最终目的是建设一支高水平、高素质的师资队伍和管理队伍。目前 ,高校人事分配制度改革落后于教学、科研体制的改革。深化人事分配制度改革的突破口是要进一步解放思想 ,转变观念。深化人事分配制度改革途径是继续强化编制管理 ,提高学校的用人效益 ;继续深化用人制度改革 ,形成一种压力 ,建立竞争机制 ;继续深化分配制度改革 ,形成一种动力 ,建立激励机制 ;进一步建立健全各项考核制度 ,形成一种约束力 ,建立约束机制

Abstract:The ultimate purpose of the personnel system reform in institutions of higher learning is to set up a contingent of high|level and qualified teaching and administrative staffs. Currently, the reform of the personnel distribution system is far behind the reforms of teaching and scientific research systems. The breakthrough of deepening the personnel distribution reform lies in the further emancipation of the mind and the change of ideas. Some suggested methods of deepening the reform in this respect are as follows: intensifying the authorized size management and making effective use of personnel; further deepening the reform of the employment system and building up an mechanism of competition; deepening the reform of the distribution system to bring about the motivation mechanism; improving various kinds of assessment systems to set up the restrainable mechanism.
