政府CIO制度：内涵、起源与意义

政府CIO是指政府部门中负责通过信息技术管理、信息系统建设和信息资源管理，支撑组织业务活动和发展战略的高层管理者，以及与之相关的制度体系。CIO制度最早出现在美国，其产生源于政府信息资源管理地位的确立。我国迫切需要建立政府CIO制度，以解决政府信息化建设过程中的制度缺失、管理缺失问题。

Connotation,Origin and Significance of Government CIO System

The government CIO refers to the superior managers who are responsible for adopting the information technology management, information system construction and information resource management to support the orgnization of business activities, the development strategy, and the associated institutional system in the government department. CIO system first appeared in the United States, its formation originates from the sta- tus establishment of government＇ s information resource management. The CIO establishment meets the urgent need in China, in order to solve the lack of system and management in the process of building the government information system.
