| 摘 要： | 我国现代化建设是一个整体,东部和西部、汉族和少数民族相互依存、不可分割。西部地区经济、文化落后,最主要的原因是教育落后,表现为不仅人才缺乏,而且人才流失和人才断层情况严重。发展西部民族地区经济,从根本上解决西部地区贫困问题,取决于西部地区教育、科技的发展,其根本在于各类专门人才的培养。树立科学的人才观是西部开发的客观要求。只有以科学的人才观为指导,努力做好人才工作,才能为西部经济社会发展提供可靠的智力支持和人才保障。

| Abstract: | Modernization construction is an all and the one work in China in which east and west, Han and minority groups depend on each other and cannot be separated. The reason why the west part lags behind the east in economy and culture is the lag of education. Owing to this, human force resource cannot meet the needs of the social development. What is more, the talents there tend to go out for their own future. To solve the problem, the main way is to develop education to foster more intellectuals with scientific view. It is the back and guarantee for developing economy and society in the west. |
