城镇化均衡发展视阈下流动人口差异性住房保障政策研究

我国城镇化处于非均衡发展状态，城市规模呈现两极分化的特点，流动人口的不合理流动是造成这一问题的重要原因。有效的住房保障政策可以引导流动人口向中小城市聚集，从而提升中小城市规模，实现城镇化均衡发展，但目前我国的住房保障政策并未发挥这一作用。针对流动人口应该采取差异性的住房保障政策，并在中央财政转移支付和基本公共服务资源合理配置的支持下，切实发挥该政策在促进城镇化均衡发展中的作用。

Discriminative Housing Security Policies for the Floating Population in the Background of Balanced Urbanization

Urbanization in China is not balanced,the main causes of which are polarization in city scale and the irrational population flow.Effective housing security policy can guide the population move-ment toward small and medium-sized cities,upgrade the scale of such cities,and balance the urbaniza-tion.However,the current housing security policies do not play such a role.This paper argues that, first,to accommodate the floating population,discriminative housing security policies should be made for cities of different scales;and second,the housing security policies should be implemented with the support of the central government financial transfer payment and the reasonable allocation of basic public services resources.
