摘    要:运用两阶段DEA模型,以经营阶段和市场化阶段解构邮政生产系统,对2007-2012年我国邮政业的经营效率、市场效率和整体运营效率进行实证研究。研究表明,我国邮政业的整体运营效率低,地区差异大。市场效率明显高于经营效率,经营效率低下成为制约我国邮政业发展的关键因素。我国邮政业应大力提高传统业务的服务能力,加大中、西部地区邮政业的基础投入,促进快递业与相关产业的融合发展,鼓励东部快递业向中、西部地区拓展网络与服务。

Abstract:With the two-stage DEA model,this paper evaluates the operating efficiency,market effi-ciency,and the overall efficiency of China postal industry from 2007 to 2012 by deconstructing the postal production system into operating stage and marketing stage.The results show that the overall efficiency of the postal industry is very low and there exists a big gap between different regions.The market efficiency is significantly higher than the operating efficiency.However,the low operating effi-ciency is a key negative factor restricting the development of China postal industry.The government should help improve the traditional postal business and increase the investment in the infrastructure of the central and western regions.The government should also promote the convergence of express de-livery enterprises with related industries and encourage the expansion of the network and service of the eastern express enterprises to the central and western regions.
