| 摘 要： | 20世纪80年代，德国广播电视体制由原来的公共体制垄断，逐渐转变为公共与商业体制双轨并存的媒介制度。双重体制将公共广播电视机构带入了直接的市场竞争。公共广播电视面临着诸多挑战，其中最为重要的问题是公共电视自我评价以及社会评价标准的混乱。

| Abstract: | In 1980s, the system of broadcasting and television in Germany was changed from the monopoly of the public system to the dual system, public service and commercial system. This dual structure pushes the public TV organizations to the direct market competition. In recent years, public TV has faced many challenges. The confusion of the standards for self-evaluation and social evaluation of the public TV is the most serious of all. |
