| 摘 要： | 自然垄断产业由于其自身的自然垄断性而成为规制的重要领域之一 ,但随着规制的存在 ,规制失灵也时常出现。对自然垄断产业实行规制还是放松规制 ,最终取决于对规制的成本 -收益分析。文章从六个方面对自然垄断产业的规制加以论述 ,以期对当前中国正在进行的自然垄断产业改革有所启示

| Abstract: | Natural monopoly industry becomes an important domain of regulation because of its natural monopoly property, but regulation inefficiency occurs at times with the existence of regulation. Regulation or deregulation in natural monopoly industry finally depends on cost benefit analysis of regulation. This paper elaborates the regulation of natural monopoly industry from six aspects in hope of giving some enlightenment to recent reformation of natural monopoly industry in China. |
