水污染物总量行业优化分配模型研究

摘    要:提出行业水环境经济综合指数的概念和确定方法,建立多目标区域水污染物总量行业优化分配模型。该模型以社会生产总值最大化与新增处理污染物费用最小化为目标,在满足环境、资源和行业规划等约束前提下获得各行业水环境容量的最优配额。以华北某市为背景进行了实例应用。结果表明,模型能够较好地协调经济、环境与资源的关系,实现了区域行业结构优化调整和资源优化配置,为水污染物总量控制提供了一种可借鉴的思路及可操作的方法。

Abstract:This paper discusses the conception of industry overall water environment economic attribute,and introduces the determination of it.Meanwhile,a multi-object optimal industry total distribution model of regional water pollutant,is established to gain the optimum distribution of water environmental capacity for various industries.Aiming at the maximum gross society product and the minimum treatment cost of added pollutants,some limitations such as environment,resources and industry programming are considered.When applying this model to a city in Northern China,the results prove that the model is able to coordinate the relationships among economy,environment and resources,and can optimize the regional industry structure and the resource distribution.Hence,this model can provide a reference and an operational method for total control of water pollutants.
