保障性住房违规出租问题的博弈分析和治理研究

近期出现的保障性住房违规出租问题严重影响了保障性住房政策的实施,危害了社会公平,成为了社会关注的焦点。本文从博弈分析入手,重点研究保障性住房违规出租问题的发生模式及治理机制。本文首先运用经济学的分析方法对该问题的成因进行了探究,构建了违规发生路径模型,指出市场利差是发生违规的源动力;接着运用合作博弈模型对该问题的管理制约因子进行了推导,指出了在政策中增补对违规承租者的违规惩罚将更有助于遏制违规出租现象。
