| 摘 要： | 环境政策的实质是调节环境权益冲突的制度安排,是国家为保护环境所采取的一系列控制、管理、调节措施的总和。半个多世纪以来,我国环境政策正逐步走向成熟,其先后可分为70年代、80年代、90年代以及现阶段的环境政策四大阶段;并且从五个方面发生了比较大的历史性变化。我国环境政策前后走过了不同寻常的发展历程:基本国策——可持续发展战略——科学发展观——生态文明。生态文明建设是发展中国特色社会主义的必然选择,但是并非一蹴而就。我国环境政策需要与时共进,努力实现向公平、民主、协调的环境政策的历史性转型。

| Abstract: | The essay probes the change of Chinese environmental policy and the reasons,reviews the development of Chinese environmental policy and investigates the philosophy significance of Chinese environmental policy based on the ecological civilization.An all-around reform of environmental policy from the perspective of ecological civilization is necessary to a historical transformation,which displays fairness,democracy and harmony. |
