| 摘 要： | 在国际政治中,国家的硬权力是国家权力的现实基础,但一个国家最有效的根本性权力并不必然来自于国家的硬权力,精神的或心理的联系才是政治权力的本质所在。在当今世界,单面的权力是有缺陷的的权力,重视软权力已经不仅仅是理论问题的探讨,而是各国在实现国家利益中应当普遍重视的问题。
