PX事件的参与方博弈与危机治理

自2007年至今,全国多个地方先后出现反对PX项目的非理性事件.在相似的危机情境中,地方政府、企业、公众和媒体等参与方形成了复杂的博弈与分立态势.危机治理旨在通过对公共事件的多方分析和治理系统的逐步完善,构建出政府与社会良性互动的参与式情境,进一步推动国家治理体系现代化的发展.在处理PX事件中,具体表现为知情权、参与权的维护以及大众意识的纠偏,从而培育具有公共精神的公民实体.广泛包容性的国家治理系统离不开参与式危机治理的均衡走向,在多方博弈管理的路径下提升整体参与者行为预期的制度化：一要健全外部机制,二要培养多元参与方的协作意识.

Diversified Game and Crisis Governance in PX Accident

Since 2007, irrational events against the PX project have takeri place in many cities of China. Local governments, enterprises, citizens and the media all participate in them to form a complex and diversified game. Based on the analysis of these different subjects, we should promote the modernization of present national govern- ance system in order to balance the power between the state and the society. The inclusive governance system cannot work without the equilibrium of crisis governance. Through the multi-play game management path, the expected institutionalization on overall behavior could be improved including the promotion of external mechanism and the cultivation of collaboration awareness of diversified participants.
