| 摘 要： | 制度建设是搞好党内舆论监督的关键。2003年12月31日颁布的《中国共产党党内监督条例(试行)》虽然首次就党内舆论监督作出了制度上的规定,但是作为纲领性的文件,条例并没有进一步规定党内舆论监督的具体制度。本文在分析条例的基础上,从完善党员舆论监督权利保障制度、确保舆论工具的相对独立性、明确规定党组织和党员干部加强党内舆论监督的责任和要求等方面,对建设社会主义和谐社会时代背景下党内舆论监督制度的完善作出了一些探索和尝试。

| Abstract: | Institution construction is the key for the inner-party opinion supervision.The proposed inner-party supervision regulations of CCP which was enacted on the December 12th,2003 gave the institutional regulations on the inner-party opinion supervision.However,as the programmatic document,it didn't give detailed regulations for the inner-party opinion supervision.Based on the comprehensive analysis of Regulations,this paper attempts to investigate how to perfect the inner-party opinion supervision institutions from the most important aspects,such as how to perfect the CCP member's right for the opinion supervision and relevant institutions,how to make sure the relative independence of organs of public opinion,how to definitely regulate the responsibilities of inner-party opinion supervision and so on. |
