我国高校贷学金制度的现状及对策研究

分析了国内外高校实施贷学金制度的改革实践 ,并据此提出我国应建立由中央政府统一领导 ,以地方政府为主、学校为辅 ,以政策性贷款为主、商业性贷款为辅的双轨模式的贷学金制度 ,形成多层次、多形式相结合 ,各有侧重、相互弥补的贷学金资助体系 ,以保证每位大学生都平等地拥有享受高等教育的权利

The Tuition-loan System in Colleges and Universities of China

The reform of tuition-loan carried out in the colleges and universities of China and foreign countries is studied and analyzed. In China, the system of double-tract pattern tuition loan should be established with the Central Government as the leader, the local governments as the dominant factor and colleges as the auxiliary one. The system should take the loan in policy as the main form and commercial loan as the auxiliary one. Hence the tuition loan system is formed with the characteristic of multilevel and multi-pattern, and the special emphasis is laid on the loan in policy in order to show the advantages of the socialist systemin helping the poor students.
