| 摘 要： | 公众参与是实现可持续发展战略最重要的主体保障。公众参与可持续发展的主要条件有:公众参与意识和参与能力的提高、公众参与权利和参与利益的保障、公众参与途径和参与方式的拓展等。公众参与可持续发展的主要原则有:阶层整合原则、合作共享原则、性别公正原则等。

| Abstract: | The public participation is the most important subjective guarantee of realizing the sustainable development. The main conditions of the public participating the sustainable development includes promoting the consciousness and capacity of the public' s participation, guaranteeing the right and interests of the public' s participation and enlarging the ways and modes of the public' s participation .The main principles of the public participating the sustainable development includes integrating the stratum, promoting co-operation and gender equity. |
