困境与突破:构建我国粮食主产区农业现代化的长效机制

粮食主产区农业现代化道路面临二元结构矛盾突出、收入差距拉大、农业基础设施建设滞后、自然资源约束日益加剧、农业劳动生产率、土地产出率低和粮食生产能力差异明显等困境。我国粮食主产区要突破困境，推动农业现代化进程，需要构建适应现代农业发展的长效机制，包括耕地保护机制、农业自然灾害防范机制、粮食产业化经营机制、农业支持保护机制、农民增收机制和城乡一体化发展机制等。

Predicament and Breakthrough:the Long-term Mechanism of the Agricultural Modernization of the Major Grain Producing Areas in China

The process of agricultural modernization of the major grain producing areas in China, as the reification of the agricultural modernization with Chinese characteristics, fully reflects the specific situation of the China＇ s major grain-producing areas. Into the new century and the new stage, the development of the agricultural modernization of the major grain-producing areas in China is faced with new predicaments ： prominent contradictions in the dual structure,increasing income gap, delayed construction of agri- cultural infrastructure, increasing constraints of natural resources, low rate of the agricultural labor productivity and land productivity, and significant differences in grain production capacity. In the new historical starting point, the development of agricultural modernization of the major grain producing areas in China needs us to break through such predicaments, to establish a suitable long-term mechanism, such as land protection mechanisms ,grain-industrialization development mechanisms, agricultural nature-disaster preven- tion mechanisms, agricultural support and protection mechanisms, farmers＇ income increase mechanisms and urban-countryside integration development mechanisms, to meet the needs of modern agriculture.
