金融"功能观":重构中国农村金融制度改革的整体思路

中国农村金融制度的演进是以金融“机构观”为理论基础,从而使农村融资制度的每一次变动基本上都是围绕着金融机构的调整来展开。长期以来形成的农村融资问题非但没有得到有效解决,而且“金融浅化”趋势日趋明显。问题到底出在哪里?问题不在现行的信贷政策,也不在现有的金融机构,更不在9亿中国农户,而是在基于“机构观”所架构起来的现行农村金融制度。因此,以金融“功能观”来重构中国农村金融制度的整体思路,这才是唯一出路。

The evolution of agriculture financial system in China takes the institutional paradigm as the theoreticle foundation,in this way the very changes of the agriculture financial system are all launched around the adjustment of the finance institution.Not only the agriculture financing problems that came into being for a long time were not solved effectively,but the trend of "finance decline" became increasingly obvious.The key to the problem lies neither in credit policy,nor in present financial institues,not in farmers,but in a functional paradigm with which we should reconstruct a new agriculture financial system.That is is the only way out.
