论“全天候”人力资源战略规划

摘    要:人力资源战略规划是企业人力资源管理的基础和核心。人们通常在“好天气”的时候进行机构扩充,在“坏天气”时执行精简战略。本文提出了一种“全天候”条件下的整体性人力资源管理模式,并分析了“全天候”人力资源战略规划的内涵、环境、实施主体、原则、实施步骤等,初步构建起了一个“全天候”人力资源战略规划的理论体系。

Abstract:Human resources strategy planning is the foundation and core of enterprise human resources management. People usually carry on the organization expansion in “fine weather” and execute the simplified strategy in “bad weather”. This article proposes an integrative human resources management pattern under the condition of “all-weather”, and analyses the connotation, the environment, the implementary main body, principles and steps of the “all-weather” human resources strategy plan. It initially establishes a information system of “all-weather” human resources strategy plan.
