| 摘 要： | 高等教育市场化、社会化趋势的加剧与治理潮流的勃兴,要求各国公立高等教育系统在治理方面作出有效的调适。美国部分州在其公立高等教育变革中探索出来的特许学院模式,建构了一种共治型的大学外部治理架构和着眼于办学绩效的契约管理方式,以解决公立大学自治与问责之间的平衡问题,并在实践中取得了一定成效。作为一种公立高校办学与管理模式的创新,特许学院模式对公立高校的外部治理变革与创新提供了有益的启示。
