| 摘 要： | 农业是改革开放 2 0年河西致富的经济增长点 ,但农业的发展是以损害生态环境为代价的。而调整河西产业结构又面临诸多障碍。优化河西生态环境 ,要发展城市化与工业化。采取措施 ,消除河西生态环境建设中市场失灵造成的负效应。改革管理体制 ,消除河西生态环境恢复机制发挥作用的障碍。

| Abstract: | Agriculture is the economical growing point during the 20 years of the reform and opening.but the agriculture has developed with the injury of the ecosystem as the price.further more,we will face many contradictories to adjust the industrial structure of Hexi corridor.For example,we should fine the ecosystem,meanwhile we should develop industrialization and urbanization.We should adopt the measure to dissolve the negative effect of the market out of order in the construction of ecosystem environment.To realize this target,the reformation of ma-nagement system is necessary. |
