黄土高原丘陵沟壑区生态农业与农村经济可持续发展模式研究

摘    要:分析了黄土高原丘陵沟壑区农业资源环境问题 ,对改革开放以来该区域生态重建、经济发展方略和实践进行了讨论 ;指出软硬件技术研究不相协调 ,软科学研究太弱 ,影响了政府的科学决策和硬件作用的发挥 ;提出了加强软科学研究 ,把长远性、全局性和现实性问题结合起来 ,建立起系统性、综合性及表本合一的生态经济复合型可持续发展模式 ;围绕这个模式 ,提出了建立黄土高原丘陵沟壑区生态经济型农业结构战略性调整的五个重大问题的思路与对策。

Abstract:The paper has analyzed the existing problems of agricultural resources at hilly and gullied areas on the loessial highlands and discussed the ecological reconstruction, economic development strategy and its practices in this areas after reform. Mean while, the paper has showed that there are some factors,especially the inconsistence of technical study in soft and hardware support,restraining the governments'scientific decision-making and affecting full play of the functions of hardware technique. It has put forward that we should strengthen the study of soft science, combine the problems which concerning long term, overall and real features and build a sustainable development mode which compounding ecology and economy concerns. At last, based on clarifying the mode, the paper has raised the thoughts and countermeasures of five critical problems on the strategic adjustment of agricultural structure at hilly and gullied areas in the loessial lands.
