| 摘 要： | 针对北京市农业结构调整的特点,本文探讨了农业结构调整与农民的土地承包经营权的冲突、土地用途管制制度对农业结构调整的制约和限制、农业结构调整中的利益关系、合同关系、政府行为规制等法律问题,并在此基础上提出了制定关于农业结构调整地方性法规的立法建议。

| Abstract: | Based on the characteristic of the agricultural structural adjustment of Beijing,this paper has probed into such legal issues as the conflicts of agricultural structural adjustment and peasants' rights of land contract and management,restriction of the land use control towards agricultural structural adjustment,the interests relation and contracts relation in this process,legal regulation on government's behavior,etc,and has put forward the legislative suggestions on the local regulation of agricultural structural adjustment. |
