| 摘 要： | 辽宁经济发展方式具有明显的数量型扩张的特点：经济持续、快速发展，第二产业起主导作用，投资需求是经济发展的主要拉动力。在辽宁经济发展还处于全面振兴的新阶段的背景下，辽宁经济首先要实现向数量型扩张基础上的质量型发展方式的转变，加快第三产业发展，提高投资效率，提升消费需求，改善民生，实现经济又好又快地发展。
