| 摘 要： | 澳大利亚是世界上第一大煤炭出口国，但其矿井事故率与死亡率都极其低下。究其原因，政府、企业、工会与煤炭安全服务公司都做出了重要的贡献。本文重点分析了州政府安全管理的亮点、企业的安全生产文化、工会的维权与赋权原则以及煤炭安全服务公司的高效性等方面，认为这些正是我国煤矿产业安全管理机制所缺乏的积极因素。
