| 摘 要： | 政府(及其人员)不论在国内或国际,要维护其政治和经济利益,必须履行必要的国内或国际社会公共管理职能,这种客观职能决定政府(及其人员)必然是公益人与经济人的统一体。为此,必须加强法制和制度建设,最大限度地保证政府(及其人员)的合法行为、合理利益,防范其不法行为、不合理利益。

| Abstract: | Government(and its personnel) should maintain its politic and economic interests,whether at home or abroad,and fulfill the necessary public managerial function,national or international,which determines that government(and its personnel) must be entity of commonweal man and economic man.As a result,law making and system construction should be strengthened to give maximum protection to lawful acts and interests of government(and its personnel) and prevent its unlawful acts and interests. |
