| 摘 要： | 富兰克林D.罗斯福执政时期,美国文官的政治化倾向急速加强,其原因是多方面的。从政治根源上看,美国三权分立的政治体制,特别是行政权膨胀的罗斯福政府为文官政治化倾向的加强提供了政治条件。

| Abstract: | During Franklin Roosevelt＇s administrative period, the inclination of the politicalization of American civil service was enhanced sharply. There were many reasons for that. From the view of political root, the political system of separation of powers, especially Roosevelt＇s government, a government of the expansion of executive power, provided the political conditions for the enhancement of the inclination of politicalization of civil service. |
