| 摘 要： | 传统的政府公共危机治理模式中的高成本、低效率以及低社会动员能力,使得这种单一线性的管理模式日益受到挑战。以复杂适应系统理论为研究视角,对政府与社会组织在公共危机治理中协同的必要性和可行性进行具体的分析,并提出我国公共危机的协同治理模式,这对我国公共危机治理理论的发展和应用具有非常重大的意义。

| Abstract: | Traditional government control of public crisis management mode in the high-cost,low efficiency and low social mobilization,single linear management model are increasingly being challenged.Form perspective of the study of complex adaptive systems theory,the necessity and feasibility of government and social organizations in the public crisis management coordination were elaborated,and a collaborative governance model of public crisis in China was proposed.This has great significance for the development and application of the theory of public crisis of governance. |
