我国公共安全管理体制的问题与对策研究

经过多年的努力,我国已建成分类管理、分级负责、条块结合、属地为主的公共安全管理体制。但是在实际运行过程中依然存在着公共安全管理机构设置不健全、权力分散、职能交叉等问题,根除上述问题必须采取完善机构设置,加大监管覆盖面;科学整合权力,形成管理合力;理顺部门职责,提高管理效率等措施,以期健全公共安全管理体制,提高政府公共安全管理能力。

The Problems and Strategies of Management System of Public Safety in China

After many years of efforts,China has built a classification management,classification responsible,integrated,territorial priority of public security management system.But in the actual operation process it still exists problems such as:public safety management organization is not perfect,decentralization,overlapping functions and other issues,the eradication of the problem must take improving organs,increase superintendency coverage;straighten out the responsibilities of departments,improve management efficiency and other measures,in order to perfect the public security management system and improve the ability of public security management.
