| 摘 要： | 跨边界危机应对效率低下的一个重要的原因是应急响应与关键基础设施服务缺失之间容易出现互锁僵局.文章通过探究二者之间的相互影响关系,分析了互锁困境的形成机制,识别了不同的互锁困境类型,并探讨了相应的破解策略.规避和打破互锁困境的要点在于:降低应急准备对于关键基础设施服务的潜在依赖,消减关键基础设施服务相互对接的跨边界障碍,以及做好本地关键基础设施脆弱性和相互依赖的风险评估工作.

| Abstract: | Behind the low emergency management performance of trans-boundary crisis,a notable latent reason is interlocking dilemma between emergency response and the unavailability of critical infrastructure services.By analyzing the interrelationships between emergency response and critical infrastructure state,the mechanism of interlocking dilemma is identified and two different interlocking dilemmas are defined.In the end,the mitigation strategies for the interlocking dilemma are provided,which include reducing the potential dependence of emergency preparation on critical infrastructure services,promoting the trans-boundary critical infrastructure services,as well as investigating and evaluating the interdependent risks and vulnerabilities of the local critical infrastructures. |
