| 摘 要： | 将社会保障置于行为主义政治学的政治系统分析框架中，以政治系统理论解析社会保障的起因、发展及演变过程。运用政治学的理论论证社会保障的建立不仅是由于“社会正义”和“经济效率”的需要，还是满足社会需求的“政治产品”。
