近年来,在我国高等教育大发展的背景下,在法律上具有国家工作人员身份的高校领导干部以权谋私、权钱交易、贪赃枉法的职务犯罪呈增长趋势。高等院校领导干部职务犯罪的突发性、严重性和危害性已经引起了社会的警觉和关注。因此,在当前加深对高等院校职务犯罪概念和特征的认识,建立健全教育、制度、监督并重的惩治和预防高校腐败犯罪的体制和体系就尤为重要。
