Administrative conformity assumes a key initiator for China's reforms to its cultural system. Similarly, the emergence of the private sector, an innovative mode of the bottom_up reforms to the Chinese economic system, well embodies the CPC's representation of the demand of the advanced productivity, and features an innovative concept with which the reformists can be enormously freed of ideological impediments and reduce the transaction cost in economic operations and in the realization of an optimized configuration of social resources.
