我国行政办公用房体制探究——由豪华办公楼引发的思考

一直以来,我国政府行政办公用房的建设都采取财政划拨和单位自筹相结合的建设体制。行政办公用房建设违规现象相当普遍,豪华办公楼层出不穷,这引发了笔者对我国行政办公用房建设体制的思考。分析豪华办公楼屡禁不止的原因,参考国内外的经验和做法,提出要转变观念,改革现行体制,建立办公用房租赁制度。

Analysis of the Management of Governments' Offices in China——Reflection on Luxurious Office Buildings

In China,the construction funds of governments' offices have come from the national finance allocation and the administrative units' self-financing.Many governments' offices were built illegally,and luxurious office buildings have been springing up,which amuses the author's reflection on the system of building the administrative offices.This article ana- lyzes the reasons why luxurious office buildings have been springing up despite repeated orders to ban it.Given the experi- ences at home and abroad,it proposes to change people's minds,reform the present system,and establish the system of gov- ernments' offices by rent.
