公私合作行为初探

现代行政任务不断增加,以行政机关代表的公部门为完成行政任务不得不寻求与私人部门合作,共同完成行政任务。公私合作完成行政任务有其存在的法理基础和规范依据。公私合作完成行政任务催生了行政法上一种新兴的行为——公私合作行为,行政法上赋予了其新的内涵。

Investigating the Behavior of Public-private Cooperation

With the constant increase of administrative tasks,public departments represented by administrative organs have to seek cooperation with private departments in order to finish them.The cooperation between them has legal support and regulation.The cooperation also helps the rise of new behavior in administrative law,that is,the behavior of public-private cooperation with new connotations imposed by administrative laws.
