| 摘 要： | 由国际社会的结构特征所决定，国际法强制执行机制的建立受到多方面因素的阻碍。这些因素包括国际法的基本属性、国际法规范的缺陷、纷繁复杂的国际关系以及国际组织强制执行能力的局限等。国际法的强制执行虽不可或缺，但主要还是呈现分散化的状态。

| Abstract: | Decided by the structure of international society,the enforcing mechanism of international law is hindered by some elements,including the international law's basic attribute,defects of its norms,complicated international relations,and the limited enforcing ability of international organizations.Although it is indispensable for the enforcement of international law,the enforcing mechanism will be de-centralised for the most part. |
