| 摘 要： | 政治发展概念的指涉和表述是政治发展概念研究的重要方面。学术界对这个方面的研究还存在一些问题。政治发展概念的指涉从可能性上看包括人类社会的政治发展、近代以来的人类政治发展、二战后发展中国家的政治发展,从发展政治学看应该仅仅是发展中国家的政治发展。政治发展概念的表述有政治变化（政治转型）、政治进步、政治现代化、政治发展等,最符合发展政治学需要的是政治发展。
