| 摘 要： | 引咎辞职是现代民主宪政的一种制度安排,是建立责任政府和政治文明的必然要求。引咎辞职制度是我国干部人事制度改革的重要内容,有利于改变政府官员"不求有功,但求无过"的为官理念,增强政府工作人员的责任感,解决领导干部"能上不能下"的难题,改进干部管理的方式,提高管理干部的水平,从而为我国建立责任政府提供强有力的制度支持。
