农村公共产品供给下的乡镇政府职能解析——基于“新农村”建设的话语分析

随着“新农村”建设的起步,作为“政权末梢”的乡镇政府也开始思考自身的职能定位:强化公共服务职能,侧重于农村公共产品的供给。纵观农村公共产品供给的历史轨迹,乡镇政府集权式的制度安排并没有提供优质的公共产品服务;而当前农村公共产品供给出现的新情况又对乡镇政府提出了挑战。作为问题域的研究,本文以“新农村”建设为逻辑语境,分析农村公共产品供给中出现的新情况,并在这一语境下对乡镇政府职能作进一步考量。

Analysis of Function of Township Government on the Supplies of Country's Public Goods

With the beginning of the new countryside construction,the township govevument as "the lowest rung of power" begins to think of its function orientation: intensifying public service function and laying emphasis on the supply of the countryside public goods.At present,the new situation for the supply of the countryside public goods poses challenges to the township government.The present paper takes the construction of "new countryside" as the logical context,analyses the new situation for the supply of the public goods in the countryside.In this context,the function of township government is further examined.
