| 摘 要： | 《周礼》中已形成了较为完备的备荒、抗灾、救灾思想,其主要措施有储粮备荒、禳天弭灾、节财省用、减赋免役、调粟赈民等。救荒赈灾的费用主要来源于国家财政,同时,积极鼓励邻里互助,共度灾荒。

| Abstract: | In the ZhouLi book a series of thought about anti-calamity and relief has come into being, its main measures include storing grain against a famine, entreating gods to remove disaster, saving wealth, reducing rent and dispensing with service allocating supplies to victims etc. The cost mainly came from the center finance, and in the meantime, they encourage people help each other in the same neighborhood in order to pass the calamity period. |
