In order to communicate with his people directly, the mayor of C, a big city in the northeastern China, publized a hotline number. The author argue, the key point of keeping the society in order is transformation of the expression institution of citizens and governing institution of government. Expression institution origins from the paths that citizens rely on to participating and communicating. The detachment of affinity between states and societies lays the foundation for harmonious society.
