| Abstract: | The crux of the higher education reform is the innovation of higher education running system. This paper suggests that the innovation of running system should learn from the successful experiences of economic system reform, that is, to take the way to exterior growth of non-public ownership. The running system of higher education should be a system of socialization, pluralization and marketization. |
