| 摘 要： | 国内外许多地区都曾经遭受过重大的地震灾害，这些地区在灾后重建过程中的一些做法很值得我们借鉴学习。本文选取了日本阪神大地震和台湾“9·21”大地震这两次地震，总结了其灾后重建过程中的一些经验和教训。通过学习这些经验和教训，并结合汶川大地震的一些具体情况，我们为汶川大地震后的灾后重建工作提出了一些政策建议。

| Abstract: | Many domestic and foreign areas have ever suffered from serious earthquakes. In the process of post-disaster reconstruction in these areas, some of the practices are worth to be learned by China. In this paper, we select the Kobe Earthquake in Japan and the “9·21”Earthquake in Taiwan as examples, then sum up some of the experiences and lessons from their post-disaster reconstruction process. By Learning these experiences and lessons and combining them with some specific circumstances of the Wenchuan Earthquake, we put forward some policy-based recommendations for the work of post-disaster reconstruction. |
