| 摘 要： | 从经济学的角度来看,环境问题的产生是由经济活动的外部性造成的。环境管理经济手段的基本目标,是纠正环境问题的外部不经济性,使外部费用内部化。它通过市场信号来影响污染者的经济利益以此引导其改变行为,使环境管理更加灵活,降低了执行成本。我国环境管理中采取的是以行政管制为主的管理手段。随着我国市场化进程的逐步加快,环境管理经济手段的应用已愈显紧迫。因此,探索并完善环境经济手段,使其与法律手段、行政手段在环境管理中同时发挥作用,显得尤为重要。
