In this article are expouded detailedly and accurately WENG Wanda's military career and frontier-governing strategy, with emphasis on his military strategy of strengthening frontier defence by building frontier fortresses and on his conciliation policy towards nationalities by proposing a political con trol over the conquered in the form of demanding merely allegiance to be pledged and yearly tributes to be paid by them.
