| 摘 要： | 适度生育的理念带来生育行为上的重大变革。生育控制在有效控制人口的同时，也引起了一系列伦理争议。适度生育，要坚持绝对性与相对性的统一；为了明确生育主体的生育责任，必须外在控制与内在引导相结合。

| Abstract: | The idea of moderate birth brings the important innovation about the birth action.When the birth control reduces the population,it brings a series of ethical quarrels.The moderate birth must insist the unifying between the absoluteness and the relativity.We must combine the control with inner guide in order to ensure the responsibility of bearing body. |
