| 摘 要： | 实施西部大开发战略,加快西部地区发展步伐,是一项复杂的社会系统工程。其中教育事业的发展、智力支持、人才培养和技术创新意义极为重大。高等教育在其中发挥着重要作用。本文从三个方面对这个问题进行了讨论。
